The opportunity

Palette Skills (Palette) is a national not-for-profit that supports fast-growing companies to find the talent they need by upskilling and transitioning people whose jobs or industries are being disrupted. Since its launch two years ago, Palette has created two skilling programs: SalesCamp and the Accelerated Cyber Security Training Program. While these sectors are different from each other, Palette’s approach is the same: to train and connect individuals with the foundational skills to employers who are struggling to find in-demand talent. Palette’s approach has resulted in 96% of graduates from its inaugural SalesCamp program receiving a job offer upon program completion. Palette’s current team of nine will soon grow to a team of 15 with potentially much more growth on the horizon. It is within this context that Palette invites applications for its inaugural Research and Evaluation Lead.

Reporting to Palette’s Executive Director, the Research and Evaluation Lead (RE Lead) will support the various research and evaluation activities that support program development, partnerships, and overall growth. This role leads the research activities undertaken at Palette, including labour market research to support program development, evaluating program impact, overseeing external research partnership projects, and providing research support in the creation of grants, proposals and other reports.  The RE Lead will also support possible program expansion activities through literature reviews of sector and labour market reports, accessing and analyzing datasets, and monitoring government initiatives that drive industrial policy to capture insights into emerging trends in hiring and future skill needs. The RE Lead will develop evaluation frameworks to support both immediate and longitudinal evaluation of Palette’s program impacts, and work closely with the programs team to implement processes in data collection and management to support ongoing evaluation practices. The RE Lead will identify opportunities to develop research and data partnerships with other organizations and to manage those external research partnership projects. This role will also support, and at times lead, the development of proposals, grant submissions, final reports and other materials by gathering relevant research, data, policy insights, and other intelligence needed to develop necessary documents. As Palette deeply values learning as part of its culture, this role will require rigorous evaluation of data to demonstrate both organizational impact, and also crucially, how and where it can do better.

As the ideal candidate for this role, you have experience writing reports, proposals and other in-depth research-based documents in both formal and informal writing styles. You can take complex, data-heavy information and communicate it in easy-to-understand way across an organization through presentations, data visualizations and other tools. Candidates should also be familiar with different methods and best practices for designing research approaches, and knowledge of human-centered design, strategic foresight, and developmental evaluation are considered assets. You bring an understanding of privacy laws and best practices in privacy and data management, and a familiarity with external research fund and the political and public policy landscape in Canada. Candidates must be well-organized, diligent, strategic, and at ease with ambiguity that comes with an early-stage organization and lack of defined processes. You have strong verbal and written communication skills, and experience leading multiple projects simultaneously.
